Titanium Healthcare, a Garden Grove company that coordinates care for Medi-Cal patients with complex medical needs, has named Kelly Phe as its new president. The promotion expands her leadership role as the organization continues to grow in California and Washington.
Phe was previously the company's chief financial officer and chief administrative officer. In those roles she helped oversee financial performance, administrative operations, strategic planning and organizational development. The change comes as Titanium works to strengthen its operational infrastructure while keeping its focus on vulnerable Medi-Cal populations.
As president, Phe will be responsible for business operations, clinical and care delivery performance, financial results and the execution of strategic priorities. According to the company, she will work with executive leadership to improve coordination, accountability and operational efficiency.
Chief Executive Officer Gray Miller praised the choice. "Kelly has been an integral part of our executive leadership team and has consistently demonstrated exceptional judgment, strong leadership and an unwavering commitment to Titanium's success," he said in announcing the change.
Under the new structure, Chief Operating Officer Marc Wirtz, Chief Medical Officer Dr. Joe Jordan and business development leader Eric Gittens will report directly to Phe. Wirtz will keep overseeing operational functions, Jordan will remain responsible for clinical strategy and quality, and Gittens will continue to direct business development. Miller will stay on as CEO and focus on long-term strategy, strategic partnerships, acquisitions and new market development.
Phe will also continue to handle finance and administrative duties while Titanium evaluates its long-term leadership structure and recruits a new chief financial officer.
The announcement reflects the growing role of Enhanced Care Management in California. The statewide Medi-Cal benefit was created under the state's CalAIM initiative and offers intensive care coordination to eligible members with complex medical, behavioral and social needs. Each participant is assigned a dedicated lead care manager who helps arrange healthcare, behavioral health, housing support, transportation, food assistance and other services. The aim is to improve health outcomes and reduce unnecessary hospitalizations and emergency room visits.
Titanium describes itself as a leading provider of government-funded care management programs for people facing health, housing, transportation, food insecurity and other social challenges. Its care managers help members schedule medical appointments, connect with specialists, obtain medications and access housing assistance and other community services. The company says they often meet members where they are, including at home, in shelters, at medical appointments or in community settings.
The company provides care coordination, Enhanced Care Management and Community Supports services for Medi-Cal beneficiaries and other high-need populations, working with health plans, healthcare providers and community organizations. It operates care management programs in California and Washington and takes part in CalAIM.
