A US Marine has been indicted on charges of murdering and robbing a woman in Japan earlier this month, Japanese media reported, in a case that has set off protests and angered the public.
The accused is Devin Jacob Ballard, 20, who was stationed at US Marine Corps Air Station Futenma. He had been arrested on suspicion of killing Anna Yagi, 39, at a hotel in Naha, the capital of Okinawa.
Citing the indictment document, media outlets said prosecutors allege Ballard strangled Yagi with a telephone cord on 3 October and then took her backpack and wallet. Security footage reportedly shows a man believed to be the suspect entering the hotel with the woman and later leaving alone with her belongings.
Ballard was reported to have denied the allegations. However, Asahi Shimbun and Kyodo News cited investigators as saying he has made some statements suggesting he was involved.
Prime Minister Sanae Takaichi described the crime as "brutal and heinous". She said her government has lodged a "strong" protest with the United States and called for "strict disciplinary action against US military personnel and thorough measures to prevent a recurrence of such incidents".
Earlier this month, the Marine Corps said it was "actively cooperating with Japanese authorities, in response to allegations of serious criminal actions by a Marine", and offered condolences to the victim's family. Okinawa Governor Genta Koja said the prefecture has repeatedly urged Washington to act to prevent such incidents, and he viewed the alleged crime as a sign of a lack of discipline.
Public anger has been visible. Around 100 people protested in both Naha and Tokyo earlier this month, while many others voiced outrage on social media and demanded justice. One user wrote: "Enough is enough."
The case is the latest involving a US serviceman in Okinawa, which hosts the highest concentration of the roughly 55,000 US troops stationed in Japan. Past crimes have sparked anger and demonstrations, the largest of which came in 1995, when tens of thousands took to the streets after a 12-year-old girl was abducted, beaten and raped.
In 2024 alone, four sexual assault cases involving US troops were recorded in Okinawa. They included the case of air force member Brennon Washington, who received a five-year sentence for the rape and kidnapping of an underage girl. In 2025, US Marine Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman.
